If you just take Z Transform of the equation--
Y(Z)+0.7*Y(Z)*Z^-1-0.46*Y(Z)*Z^-2-0.62*Y(Z)*Z^-3=0.9*X(Z)-0.45*X(Z)*Z^-1+0.35*X(Z)*Z^-2+0.002*X(Z)*Z^-3
==Y(Z)[1+0.7*Z^-1-0.46**Z^-2-0.62*Z^-3]=X(Z)*[0.9-0.45*Z^-1+0.35*Z^-2+0.0002*Z^-3]
==Y(Z)/X(Z)=[0.9-0.45*Z^-1+0.35*Z^-2+0.0002*Z^-3]/[1+0.7*Z^-1-0.46**Z^-2-0.62*Z^-3]
So numerator of the Transfer Function= [0.9 -0.45 0.35 0.002]
& denominator of the Transfer Function= [1.0 0.71 -0.46 -0.62];
